"In order to ensure the garage and parking space are fully utilized, if owners ask to rent vacant single garage or parking space, the construction units can not refuse the request by saying that garage or parking space are only for sale, not for rent”.  The regulation on property management of Ningbo residential communities has come into effect on Jan. 1. This provision is clearly defined in the regulation. This is one of examples that Ningbo People's Congress solve people’s problem of "Parking difficulty" by legislative power.
